Creating conditions for improving the quality of general education is seen as one targets state educational agenda, actualizing research into causes declining academic success schoolchildren under strategy providing equal opportunities. The search mechanisms leveling negative factors influencing schoolchildren, especially in those organizations, students which have been demonstrating low results independent evaluation procedures several years, great importance. article includes a summary theoretical concepts and lines on inequality potential pupils’ Russian foreign scientists. study qualitative tries to connect "Territorial location school", "Infrastructural equipment process" secondary school, categorized schools with through procedures.
